Greece still at risk of debt spiral, says George Soros

Speaking in London at The Economist's City Lecture, the financier said the eurozone countries and International Monetary Fund should have offered Greece "concessional rates".

"It is a question of solvency," he explained. "If you start charging very high rates as the market does in anticipation of solvency then that pushes you into insolvency."

The package offers debt-ridden Greece €30bn (£27bn) from eurozone countries at rates of 5pc and potentially a further €15bn from the IMF at 2.7pc.

However, Mr Soros, who made a huge profit betting against the pound in 1992, said the proposals were "just a little step". "While five per cent is better than what the market is willing to offer, a rescue package should offer concessional rates," he added.

Lower rates of borrowing would help Greece to reach its debt reduction target, Mr Soros explained, adding: "If they don't they have then to tighten even further, then your tax receipts go down and the economy goes further into tanking and then you go into a debt spiral. That is the danger that is still remaining."

The rescue deal for Greece, finalised over the weekend, has attracted a mixed reaction from markets and Europe.

The euro recovered sharply against the dollar and the yield on Greek bonds also fell following the announcement of the deal, but doubts have been raised over German support and whether the proposals would lead to a long-term solution of Athens' difficulties.

Analysts have also warned that the potential respite for Greece could lead to an increased focus on Britain's debt mountain. Mr Soros said last night that the UK was "pushing the limits" with its levels of national debt.
